PPF action /SCWM/PRD_CREATE_VEH not required for specific warehouse

Hi All,

We have STO process where supplying plant creates TU and once the outbound delivery is PGI'ed it creates inbound delivery through SPED output. So when Inbound delivery is created it triggers action definition /SCWM/PRD_CREATE_VEH. I want to restrict this inbound TU creation for few warehouses i.e for some warehouse we need this PPF to trigger and for some warehouse we do not want this PPF to trigger so that TU creation can be avoided. How can we make it warehouse based. We are using standard action profile /SCWM/PDI_01. I tried to configure action determination through condition records for action definition /SCWM/PRD_CREATE_VEH but it still did not work not sure if I made any mistake or this action definition is designed to be determined automatically if we have modes of transport and vehicle data available from outbound. Do you have any suggestion how can we achieve TU creation based on warehouse. Thanks in advance
