Hi Jacob,
unfortunately, we cannot see your pictures clearly. Would you mind pasting in which area you are looking at the queries? The below link shows the 3 possibilities and I have checked the Overview Planning and the Overview Freight order and the overview conditions and the 3 options are always there for my user.
One possibility is that you may have hidden the field by mistake. Its possible to do that as follows:
right mouse click on the field-> user settings -> hide link:
And if that is the case, you can revert the change by clicking anywhere with a right mouse-click again and you get the following option to restore the link:
If you double-click on restore link, the option will be there again.
If this is not working for you, it may be, that the option to create a query is limited in the authorization settings for your role. In this case, you have to check that with your system admin.
Thanks
Petra

Jacob,
did you see the below thread?
http://scn.sap.com/thread/1519753
and the following link to the sap help?
This link explains the features for travel management, but the principle is the same.

Hope it helps

Petra,
The following link helped a great deal. I realized that I was missing Application IDs within the CA_POWL Authorization object.
