Post Processing Framework in SAP TM

Is there any way to Trigger custom Post Processing Framework action based on Tendering status ? I have tried by copying standard Post Processing Framework action Shipping Instructions (as we need a Print Out) but it is triggering as soon as FOR is saved or any changes done in FOR.

Try checking the creation strategy of the FO, seems that the customization was done on the saving strategy.

pretty sure you can fix this with process controllers.
