possibility of Master data parking

Would like to know if there is a Functionality of Creating and Parking a Vendor Master record by a dedicated USER. Later on,  the same record will be verified by his Manager and save it in the SAP system. 

I know that there is a functionality of Document Parking and Posting in SAP. Is there a similar functionality available for creating Vendor Masters records...

Have you looked at "Master Data Governance (MDG)"? It is used for exactly that; saving the record in a staging area before it is posted in the actual table. SAP delivers an out-of-the-box solution for Vendor, Customer, Material, and Financials.

As far as my knowledge your request is not available , also SAP recommend central processing of vendor master data creation.. but there are option to have dual control on some fields in master data to avoid unauthorized change to these fields

use FK08 to confirm the changes happen to master data..
