In standard they are master data. Even if you could handle them as configuration data - which I don't think you can- I would argue that they should be master data.
Employees retire and crews change - that happens in my company all the time.
There is one person who works for the crews and she's responsible for updating the work centers. The changes are too often, that it doesn't make sense to have an IT guy managing work center updates.
