Planned order rescheduling question

Experts, I have a planned independent requirement for Jan 25th and for some reason i have a planned order to fulfill this requirement on Jan 30th..what i am looking for is when I run detailed scheduling heuristics/function I need the planned order to be rescheduled to Jan 24th ( i have capacity on that day )..my goal is to move the future planned order to as close as or as timely as possible to my requirement date but still before the requirement date..

When I try current date scheduling and backward, the planned order does not move.. when i do earliest date it moves to todays date ( too early)..

How can i achieve my requirement?

After doing some research and testing below is what I found..

As soon as I fixed peg the PIR to FG planned order and did sequence schedule or bottom up heuristics, system considers the fixed peg and moves the FG planned order before (as close to the req data using current date scheduling) the PIR date..

What contradicts from SAP help documentantation is, help says PIR or sales ordrer is fixed requirement element and behaves like fixed peg..so not sure why sap expects us to explicitly do fixed peg to schedule the Fg planned order in time for the PIR..

If I remove fixed pegging and say consider dynamic pegging in strategy settings, system does not move the FG planned order ahead of PIR date..
