You need to add write restrictions in business role assigned to those users.
Go to Manage Business Role fiori app and edit that business role. Click on Maintain Restrictions.Select write access as restricted and under "Administration Functions", add all values except "PV_TMPLT" and Template dropdown will not appear in Excel UI. Users to whom this role is assigned, need to open templates from "New View" option in Excel UI. You also need to carefully select other options in maintain restrictions to make sure other functionalities are available to users.

Seems to me possible, it can be done via 'Template Admin' section.
