Partial goods issue for a consumption Outbound Delivery in SAP EWM

Hello SAP Gurus, 

I am faced with the following situation: 

A Production Order has 2 components A and B.

Staging request is made to move both the components to the PSA. However the staging request for only one component A has been fulfilled. 

When this order is confirmed, system creates a consumption OBD. There is a PPF that tries to post the GI for for the OBD, but, it fails to post the GI as it cannot find the stock of component B in the PSA. 

Now, the business wants to at least be able to post the GI for the component that has been staged (in this example component A). At this point, the OBD should move to the GI status 'partially completed'. Later, when they confirm the staging of component B, they say, they should be able to post the GI again - this time consuming the component B, and moving the overall document to GI status 'completed'. 

In SPRO -> EWM -> GI Process ->  Outbound Delivery -> Production Supply -> 'Post Goods Issue for consumption posting', the fields 'Aut GI CPD' and  'Pst Par GI' are marked for my warehouse. 

I also referred to the SAP Note 2353305 on this issue, but this note also talks about the above configuration, which I already have set. 

Any idea, why the partial GI may not be working?
