Outbound delivery creation on STO with TM relevant purchasing group before creating Freight Order

Hi,
I am trying to create an outbound delivery on STO with TM enabled purchasing group in public cloud. When using the TM enabled purchasing group, the PO does not appear on VL10B to create outbound. When other purchasing group is used (which is not relevant to TM) then it does appear in VL10B. 

The business scenario requires creation of delivery before creation of freight order in TM. Is there any way to create delivery on STO before Freight Order creation?

In VLB10 under tab "User Role" there is a checkbox "With Ext. TMS-Relevant Orders", if this checkbox is active, the STO appears in the list.
