Not all Packaging components are depleted from inventory at time of shipment

I have 1 part number that has alternative packaging that consists of 5 different components which are inventoried separately so each component has its own SAP#. Example.......

25 - Part # 123456 SAP #9876543

1 - HSC Box SAP #0000001

1 - Tube SAP #0000002

1 - Pad SAP #0000003

1 - Lid SAP #0000004

1 - Wood Pallet SAP #0000005

However, when the Delivery Note is created and the shipment is booked out......the part number (25pcs) inventory is depleted and only 1 component (HSC Box) of packaging inventory is depleted. How do I get the other 4 components set up so that inventory is also depleted?
