During outbound PGI outbound queue got generated which is recorded in PPF log but unfortunately the inbound queue in ECC got deleted by someone. Is it possible to re-trigger again from EWM/ECC without changing the document again?
not sure, I have never found a way (but I am always eager to learn something new). A possible way would be to cancel the GI from EWM, the queue entry for this will be stuck in ECC (as no GI was posted here), you then also delete this queue, and then you post the GI from EWM again. That does not fulfill your requirement "without changing the document again", so if you are the "someone" who deleted the queue, well, you're screwed %-), but it is definitely the easiest way.
