Multiple service PO for a single PR

Hi SAP members,

I have a scenario where a user generates a service PR.
While generating a PO with reference to the PR the PO is generated
When another user generates a PO with reference to the same PR a duplicate PO is generated.. this should not happen... where should the configuration be done... solutions welcome

which tcode are you using? 

In me21n - PR selection -  tick the flag on "only open PR"
