This Error means that the Req Type VSFB Isn't Linked to a Class Type.
Solution: Create a new entry to be linked using T.Code OMP1.

It seems the Requirement type VSFB is not configured or missing.. You may check this configuration probably under Demand Management..

I'm not an expert in this area but i could see that you can maintain the record in transaction OVZH OR OMP1(depending on your requirement) as below:vsfb.jpg
There may be additional configurations necessary which unfortunately i'm not aware of like assignment of Requirement type to transaction etc.. I suggest you take help from someone who can assist you according to your client requirement..
