Moving Storage Locations

I am looking to create storage locations that can be moved to other storage locations. The idea is to be able to scan our finished goods material to a rack and then scan the rack to storage locations throughout the plant. This would be used to track not only our empty storage containers and the movements per each rack but also help track our racks for when each one is shipped outside of the plant and when exactly it is returned.

I can create labels for the empty racks to move amongst the locations but I can't seem to figure out how to create the rack as a storage location and still be able to scan it to other locations at the same time.
