Maintenance Plan with Multi Counter

Hi PM experts,

I have a question on Maintenance Plan with Multi-Counter. I have created MPlan with running hours or 6 Monthly preventive maintenance. I also assigned the maintenance item with a task list. Just wondering since this is not a strategy plan, no package has been assigned as such how the system will schedule the 6 monthly pm, if running hours is not reach yet? Is the 6 M is based on the start of cycle date?
