Location Product Substitution - Finite Heuristic

Hello Experts,

I am trying to config the below scenario.

The substitute product has to use the inventory of the leading product to fulfill the demand of the substitute product using Finite heuristic.

I configured everything as per the IBP help,

but still the substitute product is not using leading product's inventory. I tried by maintaining the inventory holding cost rate & Location-Product Substitution Cost Rate.

Please suggest.
