Legal regulation inactive for specific country (ECC vs. Hana)

Dear experts,

in "old" ECC system we could specify per receiving country if a legal regulation is active or not within following customizing path:

Sales and Distribution - Foreign Trade/Customs - Legal Control - Define Product Classification by Destination Country

Like highlighted in the screenshot no License Type is stated for Destination country CH but for country CL.

Effect is that for CH no License is required, but for CL it is required.

Question now related to new S/4 HANA system without SAP GTS, do we have such a possibility here as well?

Within Customizing (path: Governance, Risk and Compliance - International Trade - Legal Control) I do not see such a setting:

Any hint here would be really helpful. thanks in advance.
