Layout-Oriented Storage Process Control from staging for production

Hi experts.

I want to use Layout-Oriented Storage Process Control to have a intermediate bin for production's process.

When I do WO manually, the system recognizes the customizing and SAP does two WO.

But when I do the staging for production, SAP does one WO, from source storage bin to destination bin.

Does anyone know if this is possible?
