Through AD Groups can we use the option provisioning in Azure linking the user group that we already have in IBP?.Is it possible to add new users via Azure AD, without using IBP and IAS to sent the authentication email?
Request clarification before answering.

Not sure if you are still researching this requirement, but I don't believe that it is supported. You can link the AD users to authenticate in IBP, but map the AD Groups as IBP user groups and avoid using and IBP and AIS as middle layer for the authentication is then a different story. Feel free to submit an Improvement request on this regard as well:
