Inquiry Regarding Outbound Delivery and API Options in SAP Public Cloud

Hello,
I am a Sales Module consultant working on an SAP Public Cloud project.

I have the following questions:
1. Is the creation of split outbound delivery documents only possible using the "Create Outbound Delivery with Order Reference" app?

2. What APIs are available for creating split outbound delivery documents? From my research, it seems that there are no APIs available for this.

3. Our client’s system first determines the shipping timing in an external system, and therefore, the outbound delivery process is also handled within that external system.
The client’s requirement is to ensure that outbound delivery operations performed in the external system are reflected in SAP Public Cloud.

Given this scenario, I am considering two options:
1. Providing an API for creating outbound delivery documents so that the external system can directly create them in SAP Public Cloud.

2. Providing an API for creating sales orders so that the external system generates sales orders, which can then be used for outbound delivery processing in SAP Public Cloud.

Would you recommend one approach over the other, or do you have a better suggestion?
I would appreciate any insights you can provide.

Thank you very much for your response! Regarding the API "Outbound Delivery with Reference to a Sales Order – Create (A2X)" - API Link For example, assuming that Sales Order 4500001 contains 100 units of product A, when using the above API to create an outbound delivery document 8000001, is it possible to reference 4500001 and create a partial delivery with only 20 units of product A? Additionally, can I later use the same API to reference 4500001 again and create another outbound delivery document 8000002? We urgently need to review this as part of our project, which is why I am reaching out again. I would greatly appreciate any help you can provide.
