Inbound delivery notification rejection - No PPF

The Inbound Delivery Rejection is not triggering PPF action. What would be missing?

PPF setup looks fine

did you solve the issue, I am also facing same issue when inbund delivery is rejected PPF action is not triggering not sure what I am missing.
