Hi all
Is there any way to upload master data and transaction data manually to use response functionality without an ecc system??
Do I need an ecc or other system to upload master data?

you can NOT manually maintain master data for order based planning (Response) or just simply load a flat file via the WebUi as you can for time series based planning
You do have to load data via an Agent / open API
But the source does not need to be an ECC system. I have installed an Agent on my laptop and load file data for test purposes and to have a quick start before all the interfaces are set up correctly.
For further details on the file load, my recommendation is to check the best practice content in https://rapid.sap.com/bp/#/RDS_IBP which everyone should know anyhow, there are very good test documents, guides on configuration etc
Here you will find sample files for the format you need to have, and a brief description on how to load the data
For anything more, please check the online documentation and/or attend a training class (IBP800), too much to describe as a reply to such a chat here

Then, you need to adapt for you local laptop usage.

If you do not have any connection to any other system, you can load via files (sample files in RDS), but you do need the agent installation. There is no way around.
There is a blog https://blogs.sap.com/2016/03/10/hana-smart-data-integration-installing-the-dp-agent/ on how to install an agent, which is pretty nice. You usually do that on the customer side of the firewall, or for simple POC on your own laptop.
You need administrator rights on the server / laptop you want to install the agent. DP-Agent by the way stands for Data Provisioning, don't mix with the Agent you need for CPI / HCI.
Once you have installed the Agent, you can use a file adapter (ABAP adapter for ECC connection), to be configured on the agent as described in the blog.
Once you have the agent installed, you need to configure a "remote source" in IBP before you then can use it

I have my personal document based on customer project, so I cannot share that. Sorry, beside the online documentation and RDS documents, I do not have any documents I could share
