Hm, a template from one user to another? That makes no sense to me, as a template is intended for ALL user with the respective authorization.
IF you are talking about FAVORITES, then the answer would be to use the app "Content Administration", which is under the Administrator group. Here you can either change the owner (meaning to move), or to share with users / user group. Or the owner shares the favorite directly with others. Sharing however does not allow others to change the favorite. In that case, the target user should open the favorite and save it to another name.
A copy function of a favorite planning view from one user to another is not known to me, but I would understand the reason for it.
Maybe you open a request in the customer influence center for it and ask to enhance the "Content Administration" with a copy functionality?
