How can I restrict the amount to be charged out in MB1A? For example, 35 pound pail of lube. Unit of measure is pounds. How can I restrict the amount that the system will accept as a charge out to be in 35 increments?

MB1A is not a EWM transaction, it is a stone old Inventory management transaction and got replaced beginning of the 21st century by MIGO.
You cannot restrict any movement to increments of a certain value, if you want this then you have to program such rules yourself. The SD module does something similar using the delivery units from the material master sales org tab, but in MM you can enter any quantity, it just has to be available.
