How to make Serialized Material with AVLB status no longer consumable

We have some serialized materials that when issued out, have the status change to AVLB and the Plant, Storage Location and Stock Type cleared for that combination. This is as desired. However, SAP still allows user to perform a goods movement against that same material/serial # even though it has already been consumed and should no longer be available for issuance. 

Is there a way to prevent any goods movements for this scenario? Struggling to find anything in config.

Hi Scott,

Looking at your screenshot, I'm assuming that you're using an on premise or private cloud S/4 system.  There, you can achieve this block by introducing a user status for these serial numbers that gets set during goods issue and prevents new goods movements.
