Same error on PO level: SAP tells you who is blocking the PO.
I would like the same for info record.
Is this adjustable in SPRO?

As far I know, you can not make this check-in configuration; however, you can check in SM12 if someone has locked the tables that you are trying to update.

The 06307 is not and can't be customizable. It tells that there is a locking conflict when accessing a purchasing info record in the change mode.
Unfortunately, SAP has implemented the message that it doesn't show a blocking user id. That can't be changed without modifying SAP standard code.
