How to bill customer the shipping cost?

Hello,

I am trying to bill our customer the exact ( or close) shipping cost that we - as shippers- eventually get billed by the carrier but I cannot seem to find the exact shipping cost since the ZFRP or freight estimate is not accurate.

when the customer wants to pay for the shipping fees, we put the incoterms as PrePay and Charge so they can billed. HOWEVER, sometimes the freight estimate is ( for example) $40 while the carrier later on charges us $200 and we have to eat the freight.

how can we fix this issue so that the freight estimate reflects the real carrier charges? thank you
