I guess you want to open an outbound delivery order from your custom report in the same manner the order is opened from /SCWM/MON.
If so, you can use the /SCWM/CALL_PRD_RFC function. The input parameters are quite self-explanatory - pass O to iv_process and the outbound delivery order id in IT_DOCID.
If you want to open the order in a new session as /SCWM/MON does, call the function with:
CALL FUNCTION '/SCWM/CALL_PRD_RFC' STARTING NEW TASK 'MON'
