a pick-HU pack material is proposed when you create the WT for picking. It is part of the WOCR, specifically the pack-profile. So you need a pack spec and the determination through the pack profile.
"is it possible to set it by a hard code way?"
Why would you want to do that?

And why would hardcoding it be better then?
So how does the user decide which pack material to use? Just by what he has available? Or based on any other information?
If it is the later: you have to check what information you have available to determine the pack spec. In the standard it is the warehouse number, the route, and the pack profile, because only these things are available during runtime. If this is not enough, you have to see if you can enhance the information for the determination.
If the user simply decides by whatever: OK, then you have to look at the actual process. How does the user confirm this WT? By RF? The first screen is the confirmation of the pick HU. There you can overwrite the pack material. You can also overwrite (or delete / enter new) it in the desktop transaction - but what would be the sense of that?
