How do I set up materials so that they are consumed at the plant level when materials are received or post goods issued from production instead of when they are sold to a customer?
If you mean consumption of your requirements thru a production order, try strategy 70. in MRP.
you may find some wiki about the strategy and auxiliary field maintenance ( Mixed MRP consumption mode etc in material master)
