Help with order fulfilment by oldest CRDD first

So our current setup in our business is a Hub and Spoke Model. I will try to define in detail the problem I am having. Here is the issue: Right now, if our hub and spokes are backordered on a specific article, when replenishment comes in to the hub, it will fulfill all outstanding orders at the hub first, even though there may be older outstanding orders at the spokes that it supplies. Is there a way to set up the system at the hub so that it looks not only at the outstanding orders there but also at the spokes, and fulfills the orders by oldest CRDD outstanding?
