FSCM_Delivery exposure for deliveries with zero quantity

We have scenarios where a haulier arrive at the ship-to location but are unable to offload the product. In this cases we create a delivery with a zero quantity in order to create a shipment document and pay freight to the haulier. The delivery with a zero quantity has billing status Not Relevant.

From an FSCM perspective we are left with the full delivery value remaining in the exposure and no way to remove it by billing it as it is not billing relevant.

Any suggestion on how to solve this problem in the FSCM set up? Or is the only option to make the billing status of a delivery with zero quantity = C complete instead of Not relevant?
