What could be donewithout creating new storage type (if possible) to have EWM picking pick from the floor level bins.
Would storage sectioning be the best way to achieve is by create storage section FLOOR and then assigning floor level bins to the storage section. Then in material master have stock removal rule set to storage section FLOOR
Is the way I have it oulined the best way to achieve this?
Putaway would stay the same for inboud task. mixed storage (add to existing or empty)
Request clarification before answering.

Nope. Because a section is not used in any way in the determination of the source storage bin. Section can only determined during putaway.

My Opinion-However it would be great idea to have new storage type since yu are changing the characteristics of location...perhaps better understanding for warehouse people to use.
