Fixed pegging with timely receipts question

1) Below link says that when we do fixed pegging with timely receipts, system will look backward first and then forward to assign a receipt to the requirement. lets say if it did not find anything in the past, it will assign a future receipt to the requirement.

2) Another link (below) says that when we use fixed pegging, system will try to assign a receipt which is as close as possible to the requirement but still "before" the requirement date..

Question - dont we see a contradiction in first statement where it says system might assign a receipt which is after the requirement.. and in 2nd statement it says it always tries to assign a receipt which is before the req. date?

could some one please clarify my confusion here

I think I figured out the difference

the first link is for fixed pegging at the time of using product heuristics where system can link the receipts and res even if the receipt is after requirement. The 2nd link is for DS heuristics where we need a executable plan so the receipts should not be after requirements from scheduling perspective.. Please correct me if I am wrong
