Fixed Pegging and Pegging Strategy "First in First out" : What is the earliest receipt ?

In the way to initiate the fixed pegging link, I need some clarification on the pegging strategy '1' ' First in First out' : Use the earliest receipts in the pegging interval .

Are we in a logic of creation date of receipt element (First in first out) or of planned receipt date ?
