EWM: Packing specification Only outer level HU have been created with 2 level PS

Dear Experts,

I have a PS in embedded EWM, the purpose is to create nested HUs.

5pc in a box, and 8 boxes into a pallet.

the HU creation is active for the first level and second level.

But when the HUs generated automatically , only the second level , the pallet level has been created.

would you please guide what's need to adjustment for this requirement.
