EWM Packaging Specification - Difference between 0PAL and 0IBD

I wanted to understand the difference between the functionalities that pack specs with condition types 0PAL and 0IBD control.

I went through related threads and i understand that with both 0PAL and 0IBD, HUs in the inbound deliveries can be created. Then why do we have 2 different condition types when they effectively do the same thing.
