error message cannot determine higher level

On task creation for picking, the error message 'can not determine higher level' keeps appearing with no task creation. All master data and storage bins have been checked and all correct. Is there anything else I should be checking?

Can you check the number ranges are maintained for WO & also are you using Warehouse Order Creation rules , can you please provide the detailed error.
