Error 'Copying control is missing for DL NL' in cloud

when creating an outbound delivery for an STO the system is raising this error: 
'Copying control is missing for: DL NL'

This configuration is delivered as standard content with the scope item BME. 
Scope item BME (Stock Transfer with Delivery) is a non standard scope item which will only be activated upon request.
Activate scope item BME to resolve this issue.
