Request clarification before answering.
This is exactly how it is described in the Help for this field (see below). Beside this as far I can see when system creates PPF trigger it generated with default medium (or with a first one if no default defined). Unfortunately I never used several media types in PPF, so I cannot say more here. You can test it and see how PPF behaves. I would expect that only first one would be processed at the first time.
F1 HELP for the default checkbox:
One of the possible processings of an action definition can be selected as the default processing.
This processing is then used if a new action template is created in the configuration. The default processing is assigned to the new action template.
Only select one processing as the default processing for each action definition.
In Merging rules there is rule available
"Max. 1 Unprocessed Action for Each Processing Type"
It is described in Help as:
Here there can additionally be an unprocessed action for each processing type of the action. If an action is in the condition configuration, for example the processing print or mail (order acknowledgment should be printed and sent by mail), there can be an unprocessed action for print and an unprocessed action for mail for this action type.

Which action template is it referring to? and where this config is done? Could you please provide more information?
