Can I know, what all default functionality comes with License of Decentralized EWM on S/4 Hana.

And limitation/possibilities while interfacing it to other SAP system (ECC, S/4 Hana)?

All... ? There is no differentiation in decentral EWM as there is in embedded EWM (where you can choose for a warehouse between Basic and Advanced). But I am not sure if really every feature is included or if there is any additional engine pricing (if you think SAP Software is complicated, you should see the price list...). Check with Sales.

There are small differences between SCM based EWM / embedded EWM / SAP S/4HANA based decentral EWM. They are listed in the individual release notes for the different S/4HANA releases (like 3080846 - SAP S/4HANA 2021: Release information and restrictions for EWM in SAP S/4HANA).
