What kind of debugging you are looking for? The business users cannot do the technical debugging and hence you will not find the debug role in the UI permissions.

The error message in the HANA studio are purely technical and can only be understood by the technical experts.Only the technical users can access the HANA studio and check the error messages in the HANA server logs.
IBP is a cloud based solution and the business users will not have the access to the database. Hence, there are no permissions in the UI to provide the access to HANA Studio and debugging.
