Customs Export Declaration - SAP TM-GTS Integration

Hi experts,

I am working on an implementation project of SAP TM and SAP GTS with a cereal exporting company, and I need to know if it's possible that SAP TM trigger the generation of Customs Export Declarations in SAP GTS from Freight orders/Freight Bookings with FUs derived from OTR, and not from DTR as is proposed by SAP TM HELP.

This is due to the fact that the planned implementation model will not generate outbound deliveries in SAP ERP. So, Is this possible? Or Is strictly necesary that the FUs be based on DTR (from outbound deliveries)?
