Create Business Role

Hi Expert !

I have an issue when create Business Role. So, my client separate task between the person who monitor Purchase Order and Create Purchase Order. But in SAP Public Cloud when I want to create Business Role, I have to take all apps in one Business Catalog. The issue is both of the apps were exist in one Business Catalog. I try to give restriction in Business Role. In access categories I'm not give write access to user who have task monitor the Purchase Order, but they still able to create the Purchase Order. Am I miss any step? or do we have specific Catalog for this ?  If so please let me know

The only workaround for this is outlined in the Community thread below and the use of spaces
