Complete HU at the packing work station with the process-oriented control

We have the following problem:

We have set up an goods issue process with process-oriented control. The steps are picking, repacking, staging and loading. After we have picked into a picking HU, it is posted to the packing station. Here we can complete the HU, but unfortunately the next step (staging) is not triggered. This means: No warehouse task is created from the packing bin to the staging area.

There is no dump, no log entries, no queue entries. The correct staging area is in the outbound delivery order.

Can anyone help me?
