Charges not getting copied from Freight order to FSD

Hello,

we are on S/4 HANA on premise. Charges get calculated in Freight order but when we create FSD from FO, the FSD shows Zero amt. 

System gives message that "FSD is inconsistent ".

what is the issue ?
