Is it possible to change scope after failed verification of a rule or rule strategy?

I want to do two types of verifications. At first, one with the good quality lots (we would change their category in the integration to have them identified) and later, if there is not enough quantity, we would do verification with both categories, good(ZC) and normal quality(CC).

Yes, you can do that, using the "Location Determination Activity" in the /SAPAPO/RBA04 tcode, in that one, you can change the Business Event, based on that drive a different Scope of Check.
