Cannot determine the higher level

Hi ,GUYS . I have a question here, I want to creat a warehouse task for this HU,but the error message "Cannot determine the higher level" always show up ,who can tell me why ?

and there is this hu in Work Center Packing for Inbound Delivery:

I can not move it it will show another error message "HU EP1000048854 is not a planned HU. You cannot make changes",how can i move it?

Why do you enter HU number in the "destination TU" field on the first screenshot?

If you want to putaway this HU you can create WT in /SCWM/TODLV_I
