Cannot create WT with Sample Split /SCWM/QINSP253

Hi,

we are working in an ERP BS7 connected to a decentral EWM on S/4 HANA.

We are currently upgrading the EWM to S/4 HANA 2023 FPS01.

Since the upgrade, the QM Sample Process does not work anymore, as we are unable to create putaway warehouse tasks with the following message: /SCWM/QINSP253 "Can't create warehouse tasks until external sample is calculated".

The process did work in the old release without any issues ( on S4HANA 2021 02 (05/2022) FPS)

The strange part: 

In my POV, the Inspection document is updated with the correct External Sample size quantity. The status is fine as well. 

I am unsure, why we are unable to create an inbound warehouse task.

Am I missing something here?
