It says that the ABAP code was:

AUTHORITY-CHECK OBJECT '/SCWM/QDOC'
                FIELD '/SCWM/LGNU' ID 'RBL'
                FIELD 'QIEOBJTYP'  ID 'PROD'
                FIELD 'QIE_OWNER'  ID ...

and this authorization is missing for the current user.

With the transaction code SUIM, you may find the roles which contain this authorization object and field values:

Choose carefully the role (it contains other authorizations which may not be relevant) then assign this role to the current user.
